Such ankle boots were used in Polish army prior in 1931-1939.
FOOTWEAR MAINTENANCE INSTRUCTIONS
The soles of shoes should be preserved with castor oil, so that a large amount of oil should be absorb, and do not drink water. A sole that will absorb water can dry, shrinking and deforming.
It is recommended to use about 100 ml of oil for one pair, lubricate the upper side of boots twice with a interval for a dry. Use the rest all over the soles until the oil runs out.
