This type of patches were worn by soldiers from the Turkistan Legion. The unit was formed in the spring of 1942 and was part of the 162nd German Infantry Division, known as the "Turkoman Division." Volunteers and prisoners of war of Central Asian origin (primarily Turkmen, but also Uzbeks, Kazakhs, and Tatars) served in it. The unit participated in combat in Yugoslavia and Italy, among other places. It ended its combat trail in May 1945 in Padua in Northern Italy. The patch above represents the second wartime pattern introduced in September 1943.
